Welcome back, subscribers to the Empathy Surplus Network USA Substack. Our mission is to support members in promoting our commitment to a mutual and moral duty to care for one another’s human rights and freedoms. Empathy Surplus is headquartered in Wilmington, Ohio.
Last week, I met a woman running for the US Congress in Southwest Ohio who was under 40 and had NEVER heard of the Universal Declaration of Human Rights (UDHR). That same day, my Google Alert for the words “human rights” alerted me to activity at the United Nations, where 80 countries were recommitting themselves to UN Human Rights Multilateralism. It inspired me to launch a Change.org petition that you can read about in today’s Substack.
Currently, we have 34 signatures with no shared plan of action or organizational endorsements. Consider breaking the mold.

Read before you Sign Our Petition on multilateralism.
Multilateralism is the principle of participation by three or more parties, especially by the governments of different countries. Your signature is a pledge to join our activity, OVER AND ABOVE SIGNING THIS PETITION.
Science-based communication applies three framing rules for advocacy: [1] Say WHY [2] you WANT something [3] repeatedly. We all have a duty to care for human rights and freedom through “progressive measures,” i.e., the constant promotion of that duty.
Empathy is the soul of democracy, people exercising their duty to care for human rights and freedom.
In March 2026, 90 Member States of the United Nations, including our NATO allies, recommitted themselves to their duty to care for and defend human rights multilateralism at the UN. Many of these nations have ratified several Human Rights Treaties launched by the UN. By doing so, they call us all to strive for “a common standard of achievement for all peoples and all nations” that is . . .
The Universal Declaration of Human Rights (UDHR)
The UDHR proclaims “that every individual and every organ of society, keeping this Declaration constantly in mind, shall strive by teaching and education to promote respect for these rights and freedoms and by progressive measures, national and international, to secure their universal and effective recognition and observance...”

US Senators don’t care about our human rights.
Sixty-seven U.S. Senators could require care for the American people - if we systematically and repeatedly DEMANDED THEY CARE.
But the US Senate has never ratified and enabled any of the treaties, because they and we have been weakened by the top-down cruelty of billionaires. In fact, last year, this #CruelWing’s Epstein POTUS pulled the United States out of the Human Rights Council (HRC) of the United Nations, because they don’t want any national conversation linked to empathy - our duty to care for human rights and freedoms.
Billionaires demanded and received Epstein POTUS’s withdrawal from the HRC’s Universal Periodic Review (UPR), because of its public nature and potential to tell the truth, i.e., 2/3 of the US Senate has NEVER wanted to care for Americans. (Co-sign our UPR Submission here.)
Let’s reject #CultureWar for #CultureDiplomacy
Now is the time to sign the petition to recommit to our shared duty to care for human rights and freedom. The #CruelWing and their billionaire backers undermine the Universal Declaration of Human Rights every chance they get. They need a culture war to separate left from right. We must reframe to #CultureDipomacy, uniting the grassroots #CareWing to remove the boot of the #CruelWing and their billionaire funders.

S is for SHOW UP with empathy and build our trust/brand as the #CareWing.
Wherever we are, we can show up with empathy and let people know we are committed to our duty to care for their human rights and freedom. No matter your party affiliation, claim #CareWing membership over and against #CruelWingers and their billionaire backers. Demand that elected officials and candidates commit to our shared duty to care for human rights and freedom.
H is for HELP with empathy and effective three-point science-based communication.
Help is not help unless perceived as help. Every organ of society that cares about humanity’s human rights and freedom needs help, both personally and financially. What unites siloed human rights advocates is our MORAL WHY. We must help one another use three-point science-based communication: [1] Say WHY [2] we WANT something [3] REPEATEDLY.
O is for ORGANIZE with empathy.
Organizing is all about the brain. Organizing is all about neural recruiting. All ideas are physical and defined by language and experience. The empathy needed to make human rights the law of the land requires framing and reframing all of our shared experiences and constant public discourse around empathy - our duty to care for human rights and freedom. Here are four empathy organizing activities you can consider:
Share with your friends and family and tell them WHY you’re sharing - because you care about their human rights and freedom. Ask them to help you organize around empathy.
Share with your centers of influence, tell them you care, and ask them to help organize.
Consider endorsing this petition if you represent an organization. Look at the Empathy Surplus Network USA endorsement as an example.

E is for EDUCATE with empathy.
Educating our youth about how to cultivate empathy required to implement the UDHR as the law of the land is POWERFUL. Educating with empathy is such a threat to billionaires that the richest man in the world is attacking empathy. Billionaire-controlled state legislatures in 22 states have passed anti-DEI legislation. S is for START OVER every day with empathy and use the brain’s reflexivity.
All human beings are BIASED. Reflexivity is a brain phenomenon that shapes our BIASES. If we can start over every day with empathy, we actually activate the brain’s caring neural circuitry, thereby strengthening it. All important conversations are ongoing, long-term political and moral conversations. We must [1] say WHY (we care) [2] we WANT something [3] REPEATEDLY. When we do, we are physically changing our brains and those of others to be more caring.
